China’s new directive on controversial Shugden spirit in Tibet in bid to further discredit Dalai Lama

  • The Chinese government has issued a new directive on propitiation of a controversial Tibetan Buddhist spirit in a bid to further discredit the Dalai Lama.
  • The document, couched as protecting freedom of religion of the Tibetans under China’s Communist Party control, nonetheless uses this pretext to project the Dalai Lama as the wrongdoer. This demonstrates that the Chinese authorities are aligned with protestors in the West who propitiate Shugden and have been denigrating the Dalai Lama when he travels to the U.S. and Europe.
  • Describing the Shugden issue as “an important front in our struggle with the Dalai Clique,” the document, obtained by ICT, could be the first such set of overt official guidelines from inside Tibet.
  • The Dalai Lama has repudiated the propitiation of Shugden (also known as “Dolgyal”) for its sectarianism, among other reasons.
  • The Chinese authorities for several years have been promoting the propitiation of Shugden inside Tibet as a part of their campaign to undermine the Dalai Lama.
  • Following the official advisory, which was circulated last year but has only just reached ICT, two Tibetans in the Tibet Autonomous Region have been imprisoned – one for ten years – for allegedly discouraging propitiation of the Shugden ‘protector’ spirit in Tibet.


A copy of the document, entitled “Some opinions on dealing correctly with the ‘Gyalchen Shugden’ issue” and issued by the General Office of the Communist Party Committee of the Tibet Autonomous Region, is translated below from Tibetan into English. It was released on February 20, 2014, but has only just reached ICT due to restrictions on information and the dangers of sending such documents outside Tibet. The document states that the issue “should be given a high degree of importance, and clearly recognized as a deceitful ploy by the 14th Dalai’s Clique to split the country.” This characterization of the issue indicates that Tibetans who encourage others not to propitiate the spirit in accordance with the Dalai Lama’s advice could face criminal charges and imprisonment. The Dalai Lama, who himself had propitiated Shugden at one time, has said that after thorough investigation there were “profound historical, social and religious problems associated with it.”[1]

In December 2014, a Tibetan man from Chamdo (Chinese: Changdu) named Uyak Tulku Lobsang Tenzin was sentenced to ten years in prison, because he urged residents of his home town to follow the Dalai Lama by not participating in Shugden propitiation, according to Radio Free Asia Tibetan service.[2] In early June 2014, four months after the document on Shugden was issued, a 77-year old Tibetan man, Jamyang Tsering, also from Chamdo (Chinese: Changdu) was imprisoned after encouraging a group of students to follow the guidance of the Dalai Lama and to always “hold to their pride in being Tibetan. […] He had also advised as many people as possible in local gatherings not to worship Shugden.”[3] According to the same source, Jamyang Tsering, who suffers from abdominal disorders, diabetes, and high blood pressure, among other ailments, was sentenced to a year and a half in prison.

The ‘Opinions’ document indicates that the Chinese authorities are politicizing an internal Buddhist matter as a divisive weapon in a systematic ideological campaign against the Dalai Lama that attempts to sever connections between Tibetans in exile and those inside Tibet. It can also be viewed as a means of diverting attention from oppressive Communist Party policies against religion by attempting to drive a wedge among Tibetans. In the document, the Party Committee does not only blame the Dalai Lama for “instigating the self-immolations” that have swept Tibet since 2009,[4] but it also blames the “Dalai Clique” for using “the Gyalchen Shugden issue to stir up divisions and instability in Tibet.”

Followers of Shugden – led by Westerners from the “New Kadampa Tradition” (“NKT”) now operating as the International Shugden Community – have organized strident demonstrations against the Dalai Lama in global capitals where he travels.[5]

Matteo Mecacci, President of the International Campaign for Tibet, said: “This document on Shugden opens up a new front on the cultural battleground targeting Tibetans for their loyalty to the Dalai Lama, in a political environment that is already deeply oppressive. It also provides confirmation that the Shugden supporters in the West are aligned with the Chinese Communist government’s agenda on Tibet, which threatens the very survival of Tibetan religion and cultural identity.”[6]

Some counties in the Tibet Autonomous Region have followed the guidelines in imposing similar regulations. A harsh new set of regulations in Driru (Chinese: Biru), Nagchu (Chinese: Naqu) prefecture included one provision that stated there will be punishments for “those who stir conflicts among monastics and lay believers over belief in […] Shugden out of malevolence.”[7] The same ban has been imposed in Chamdo (Chinese: Changdu), an area that has been subject to a dramatic tightening of security and on the “frontline’ of the ‘patriotic education’ campaign as Tibetans continue to resist repressive measures imposed after protests that began in March 2008.[8]

Inside the PRC, officials have long used Shugden propitiation to create divisions between Tibetans, often encouraging Tibetans to propitiate Shugden and offering financial inducements to do so, as part of their objective of undermining the Dalai Lama. Shugden statues have been installed in monasteries in different parts of Tibet, often against the will of resident monks.[9]

In some cases, even small monasteries connected to Shugden have had large amounts of funding from the government compared to much larger monasteries with a higher population of monks where Shugden is not propitiated. In 2008, thousands of yuan were allocated to a relatively small monastery in Amdo which propitiates Shugden. In contrast, the much larger monastery across the river in Takstang Lhamo had its school closed down and struggled for funding after monks participated in a peaceful demonstration, asserting their Tibetan identity.[10]

In one small monastery in Chamdo, the entire population of 21 monks was forced out when they refused to install a statue of Dorje Shugden. According to Tibetan sources, the authorities then appointed eight other monks and the statue was installed.[11] Last year, also in Chamdo, a young Tibetan stabbed himself to death when police attempted to detain him over the dismantling of a Shugden statue six years ago, according to a report by Radio Free Asia.[12]

Similar incidents of resistance to the imposition of Shugden statues have been reported across Tibet. A Tibetan prominent in the Western Shugden movement, Gangchen Lama, urged monks to be ‘patriotic’[13] and to show loyalty to the PRC, on a visit to Gangchen monastery in Shigatse, the Tibet Autonomous Region. Subsequently, local government officials arrived at the monastery to instruct monks to propitiate Shugden and to respect Gangchen; monks who did not were threatened with arrest, detention and imprisonment.[14]


Gangchen Lama is a frequent and regular visitor to China and Tibet who has applauded the Chinese authorities for improving conditions in Tibet and keeping Tibetan culture and spirituality alive.[15] The “Dolgyal Shugden Research Society” states that: “Gangchen has proven a useful tool for the Chinese in their attempts to reshape Tibetan religion into what they consider a more ‘culturally acceptable’ form: on meeting the Chinese Panchen Zuma or ‘False Panchen’ Lama,[16] whose first official photos on his investiture coincidentally featured him seated before a somewhat overbearing image of Dorje Shugden, Gangchen stated: ‘It was my long-cherished dream to meet his [the Tenth’s] incarnation. Now, my dream has come true, and I was glad to see that the 11th Panchen Erdeni is wise and benevolent.’”[17]

The new opinion on Shugden is in the context of a harsh political climate in the Tibet Autonomous Region and Tibetan areas. Campaigns directed against the Dalai Lama’s influence, Tibetan culture and religion, mean that in recent years almost any expression of Tibetan identity not directly sanctioned by the state can be branded as ‘separatist’, and penalized by a prison sentence, or worse. Communist Party officials in Tibet Autonomous Region have been punished for taking part in ‘separatist’ activities linked to the Dalai Lama, following scrutiny by a disciplinary official work team linked to Xi Jinping’s politicized drive against corruption. The developments follow stern warnings of “punishment” for Tibetans “who have fantasies about the 14th Dalai Clique,” effectively acknowledging the Chinese authorities’ failure to eradicate loyalty to the religious leader in exile, even among Party members.[18]

6 Things You Should Know About the Anti-Dalai Lama Protesters


Few leaders of our time have achieved a popularity and reverence more universal and enduring than the Dalai Lama. Through his tireless work to promote social justice, universal responsibility, secular ethics, interfaith harmony, and nonviolent principles, he has made a monumental contribution to alleviating human suffering and increasing, for lack of a better word, the Gross Global Happiness.

Naturally, it must have been deeply confusing for thousands of people that during his most recent tour of the United States, a mysterious group of protesters has been hounding the Dalai Lama at every stop, from Alabama to Princeton to Boston to New York.

Who are these protesters? Where do they come from? What do they want from the Dalai Lama? Who is benefiting from their protests?

Here are six quick facts you need to know about the anti-Dalai Lama protesters:

1. They are Geluk supremacists.
The protesters belong to a fringe group of Buddhist extremists who worship a deity called Shugden and pursue an ideology of Geluk supremacy. Tibetan Buddhism has five sects, namely Geluk, Sakya, Nyingma, Kagyu and Jhonang. Within the Geluk school, there is a subgroup whose propitiation of the Shugden deity has historically forbidden its members to read the scriptures of other sects and study with lamas of non-Geluk schools. This controversial ideology of Geluk supremacy, which fueled sectarian tensions among Tibetans for hundreds of years, is what the Dalai Lama set out to eradicate when he discouraged the worship of this deity. In keeping with his progressive and reform-driven policies, the Dalai Lama (who traditionally belongs to the Geluk school himself) has gone out of his way to study with various lamas from other traditions, urging that all sects must be accorded equal respect. These reformist measures of the Dalai Lama, aimed at promoting inter-sectarian harmony, has made him anathema to the Geluk supremacists.

2. They call the Dalai Lama a “dictator.”
The protesters accuse the Dalai Lama of being “the worst dictator in the modern world.” This accusation only exposes the distorted and deluded world they live in. The truth is, their own group, the New Kadampa Tradition, is run by a leader who bans his students from reading books by any author other than himself. The Western Shugden Society (WSS), a front of the New Kadampa Tradition and the group that has been orchestrating the most recent protests against the Dalai Lama, is the Buddhist equivalent of the Westboro Baptist Church (WBC), an unaffiliated church known for its extremist ideologies. 3. “The Dalai Lama is a Muslim!”
The protesters have accused the Dalai Lama of being a “Muslim.” First of all, to use the word “Muslim” as an insult betrays a level of racism and Islamophobia that has no place in today’s world. At any rate, the claim that the world’s most famous Buddhist is secretly a Muslim is so ludicrous that it does not merit any serious response. They have also claimed that His Holiness is the “False Dalai Lama.” If that’s the case, then who is the real Dalai Lama? Is Geshe Kelsang Gyatso, the leader of the Geluk supremacists, who allows only his own books and writings in his center, the real Dalai Lama? Or are they waiting for Beijing to find and recognize the real Dalai Lama?

4. The Geluk extremists are supported by the Chinese government.
In 1997, a highly respected Tibetan scholar, who criticized the worship of Shugden as a deviation from true Buddhism, was assassinated in Dharamsala, India, along with two of his students. The assassins escaped from India and went straight to China, who gave them safe haven. The Indian police linked the murders directly to the Shugden association and Interpol issued a Red Notice to China. For Beijing, the Shugden controversy presented an opportunity to undermine the Dalai Lama and the Tibetan cause. It decided to support the Geluk extremists to sow discord among Tibetans – this strategy fits perfectly into China’s divide-and-rule policy. Read more stories that follow the money to China.

5. They are barking up the wrong tree.
These protesters are overwhelmingly white American and European men masquerading as Tibetan monks and victims. For these privileged citizens of Western countries to accuse the Dalai Lama, a homeless refugee with no army and no police force, of suppressing their religious freedom is not only absurd, it is just plain evil. That kind of deception, far more than the Dalai Lama’s reformist policies, threatens the “pure Geluk tradition” that they claim to defend. These people have no connection whatsoever to any organization or institution controlled by the Dalai Lama; he could not suppress their freedom even if he wanted to. The only person who would be able to exercise control and coercion over them – and thus take away their religious freedom for real – is Geshe Kelsang Gyatso, whose mysterious organization they had joined without knowing what they were signing up for. 6. The protesters aim to undermine the Tibetan cause and advance China’s agenda.
There are many unsettling parallels between the language of the New Kadampa Tradition and that of the Chinese government. Both have accused the Dalai Lama of being a CIA stooge. Both have called him a Nazi. Both argue that pre-1959 Tibet was a “feudal serfdom”. This group wants you to believe that the CIA saved the Dalai Lama; in all likelihood, they even want you to believe that China “liberated” the Tibetan people from the Dalai Lama. But the theory that “the Dalai Lama would never have been saved without the CIA” is pure fiction; it distorts history and steals the truth from the Tibetan warriors who risked their lives to escort the Dalai Lama from Lhasa to India. Therefore, the New Kadampa Tradition and the anti-Dalai Lama protesters are no longer just Geluk supremacists, but they are also the most useful instruments in the Chinese government’s colossal master plan to obfuscate the Tibet issue and delegitimize the Tibetan struggle for freedom.

Beware : New Kadampa is a dangerous sect

 My name is Ivy Wallace and I am a former member of the New Kadampa Tradition. I saw Lynne’s story last week and found it very meaningful. Here is my story in case anyone is interested: I was in the NKT for 5 years. My initial year there was incredible. Everyone was so kind and seemed so happy. I stayed on the outskirts for a while, only going to GP classes once a week or a puja here or there. I was befriended on Facebook by practically everyone within a few weeks. Each time I went to the center I was bombarded with attention by nuns and starry-eyed students, which made me feel extremely welcome. Eventually one nun started asking me if I wanted to build merit by cleaning the bathrooms at the center once a week. It took me about a year to work my way into the “inner circle” of the center this way. I began volunteering for reception shifts, helping in the bookshop, doing flower offerings, cooking meals, assisting the teacher in his branch classes, and of course, cleaning the bathrooms. I became close friends with some of the more senior members of the center and soon began considering moving in to the center myself, and perhaps even ordaining.

Over the course of several years, I collected empowerments like a child would collect baseball cards. I was asked to teach a branch class after only a year of FP. I read KG’s books over and over and over. I remember in the early days asking the nun sitting next to me during Tsog who the spiritual guide was. She looked at me with shock on her face and said, “Geshela is your spiritual guide of course!” I never met him during my time in the NKT but somehow I was slowly brainwashed into worshipping him. I began believing he could hear my inner thoughts because he was a buddha, and this was an encouraged belief by the students around me. Because of that I became obsessed with controlling my thoughts, feeling immensely guilty and full of self-loathing if anything negative ever crossed my mind. The same nun who got me to clean bathrooms eventually convinced me that my family didn’t understand me now that I was a Kadampa. She told me that the center was my true home where I could move along the path to enlightenment with my peers. All the NKT people I’d met were so happy (on the surface) and I figured that they must be doing something right – so I slowly phased out my family. I began spending holidays at the center with the Kadampas. I began spending all my money on traveling to festivals and going to empowerments. When I ran out of money and couldn’t fly to festival, I offered to stay and take care of the center while everyone else went. I was treated like a holy martyr, which I have to admit, I kind of enjoyed at the time, though now when I think back on it I am disgusted with myself.

Over 5 years my life became intertwined with the NKT. My whole identity was Kadam dharma. I breathed it and lived it, and thus I lost a lot of friends and family. My co-workers thought I was crazy but I was too brainwashed to care. My NKT friends told me the outside world was never in my close karmic circle anyway and that I should pray that my old family and friends will someday overcome their delusions and find Kadam dharma themselves. I sincerely prayed for them, dedicated my merit for them, and tried to convince them of the beauty of the NKT at every chance. Finally, after years of fanaticism, I began opening my eyes. It wasn’t a singular huge moment, but more like many small cracks that finally burst open the ceiling. I began noticing the way they coldly discard people once they’ve overworked them, how they spiritually abuse the elderly and sick by telling them to purify their negative karma, how they fabricated an extensive defamation campaign against the Dalai Lama, how they covered up sex scandals, how they indoctrinated children in the kid’s classes. So many things were wrong! I tried addressing some of these issues with my teacher and our admin director but was told I didn’t have enough faith, that it wasn’t my place to question Geshela, and that if I talked about this stuff to anyone else I’d ruin their faith as well.

With a heavy heart, I quietly stopped going to the center. No one ever contacted me to see where I went or what happened, even though I’d been very close friends with them for 5 years. They all unfriended me from Facebook after I posted a picture of the Dalai Lama with a quote about kindness. It took me years to come to grips with the fact that I was in a cult. My entire life was built up and then shattered. I’ve been going to therapy ever since but I still am very distrustful of people, particularly dharma teachers. I haven’t been able to meditate because every time I sit my mind is flooded with memories. The NKT is an extremely dangerous organization that has ruined the lives of a lot of genuine spiritual practitioners. I hope that anyone reading my story will think twice about joining their ranks.
